INDIA'S MSME KNOWLEDGE, CAPABILITY & GROWTH PLATFORM

Stronger MSMEs.
Stronger India.

MSME Vikas India is a vision to understand India's MSMEs — their strengths, problems, opportunities, threats and requirements — and to express practical pathways for building stronger, system-driven, scalable and future-ready enterprises.

Its central belief: India does not only need more entrepreneurs. India needs stronger organisational capabilities around the entrepreneurs who are already building businesses.

WHAT IS MSME VIKAS INDIA?

A public platform for an enterprise-capability idea.

MSME Vikas India is a vision document and independent knowledge, capability and growth initiative of Business Solutions Ecosystem. It exists to put India's MSMEs first: to understand them, explain their environment, identify their barriers, highlight opportunities and present practical pathways for stronger enterprises.

This is not a Government of India website, nor does the platform imply government affiliation, endorsement or guarantee. Government information is presented for awareness and should be verified through official sources.

FOUNDER'S PERSPECTIVE

A Message from Vishal Narang

“India does not lack entrepreneurs. India has millions of people who create businesses, employ people, build supply chains, manufacture products, provide services and contribute to the economy every day.”

The next phase of India's economic development must not only create more businesses. It must help existing businesses become stronger, more organised, more productive and more capable of growing.

That is why the Business Solutions Ecosystem was conceived: to make organisational and enterprise capability more accessible to Indian business owners, rather than making capability the privilege of large corporations.

INDIA'S ECONOMIC MOMENT

India's Growth Is Built Through Its Enterprises

India's economic story is also the story of millions of enterprises operating across cities, towns and villages — creating employment, supporting supply chains and connecting local economies to national and global markets.

Enterprise
Business creation and formalisation expand the productive base.
Supply Chains
MSMEs participate in manufacturing, trade, services and distribution networks.
Markets
Digital channels and infrastructure are widening access to customers and suppliers.
Capability
The next competitive question is whether businesses can capture and convert opportunity.
Founder thesis: economic growth can expand opportunity while simultaneously raising the capability threshold required to participate in that opportunity.
WHY MSMEs MATTER

India's MSMEs Are Not a Side Story. They Are Part of India's Economic Infrastructure.

They create employment, entrepreneurship, decentralised industrial activity, local supply chains, products, services and market connectivity. The Ministry of MSME states that its programmes seek to strengthen competitiveness, entrepreneurship, employment and livelihood opportunities.

Employment & Livelihood

MSMEs provide livelihoods across urban, rural and semi-urban India and create opportunities for entrepreneurs and workers.

Production & Supply

They participate in manufacturing, processing, trading, services, distribution and supporting supply chains.

Economic Participation

The current policy environment increasingly focuses on formalisation, credit, technology, quality, market access and capability.

KNOW YOUR MSME

MSMEs Are Diverse — and Their Needs Are Not Identical

Under the current Udyam criteria, classification uses both investment and turnover. The thresholds below reflect the official Udyam Registration Portal's post-1 April 2025 classification.

Category Investment in plant & machinery / equipment Annual turnover Typical capability focus
Micro Up to ₹2.5 crore Up to ₹10 crore Formalisation, finance, basic systems, customers, productivity
Small Up to ₹25 crore Up to ₹100 crore Management systems, technology, quality, market expansion
Medium Up to ₹125 crore Up to ₹500 crore Enterprise systems, leadership, scale, competitiveness, global readiness
Classification source: Government of India's Udyam Registration Portal. Always verify the latest official definition before making a registration or eligibility decision.
DIVERSITY OF INDIAN MSMEs

One Sector Is Not the MSME Story

MSME Vikas India treats the MSME universe as a diverse business community with different operating realities.

Manufacturing

Factories, processors, fabricators, component makers and production enterprises.

Trading

Wholesalers, distributors, dealers, importers, exporters and commodity businesses.

Services

Professional, technical, operational, financial, logistics, education and other services.

Rural & Traditional

Artisans, village industries, traditional enterprises, agricultural-linked businesses and local producers.

Start-ups & New Ventures

Young businesses building new products, services, technology or business models.

Family Businesses

Enterprises where ownership, management, family roles and succession intersect.

Women-led Enterprises

Businesses where women entrepreneurs lead ownership, management and economic activity.

Export-oriented Enterprises

Businesses preparing products, quality, documentation and systems for international markets.

STRENGTHS

What Indian MSMEs Already Have

The transformation agenda should not begin by assuming that MSMEs are weak. It should begin by recognising the capabilities they already possess.

Entrepreneurial Initiative

Owners repeatedly create businesses under real-world constraints and uncertainty.

Practical Knowledge

Many owners possess deep customer, supplier, product and market knowledge built through experience.

Speed & Adaptability

Smaller organisations can often change direction faster when the decision-maker is close to the work.

Local Market Intelligence

Local businesses often understand customers, supply conditions and relationships in ways larger organisations may not.

Relationships

Supplier, customer, employee and community relationships are often powerful competitive assets.

Resilience

Many entrepreneurs have learned to operate through changing markets, costs, disruptions and uncertainty.

THE INDIAN ENTREPRENEUR

The Founder Is Often the Greatest Asset — and the Greatest Bottleneck

The same entrepreneurial energy that creates the business can become overloaded when every decision, relationship and operating process continues to depend on the founder.

Visionary

Thinks about growth, opportunity, customers, investment, competition and the future.

Manager

Supervises people, processes, functions, customers, procurement and daily business decisions.

Doer

Personally executes work because systems, delegation, authority and visibility have not yet developed enough.

Founder observation: the problem is not necessarily lack of effort. A people-based organisation can be forced to perform system-based work. The result is founder dependency, slower decisions, limited delegation and difficulty scaling.
THE MSME REALITY

Running a Business Is Not the Same as Building a Business

The central challenge is not simply sales. It is whether the organisation can consistently perform without requiring the founder to manually carry the business.

Finance & Cash Flow

Working capital, receivables, margins, cost control, credit and financial visibility can constrain otherwise viable businesses.

Procurement

Supplier discovery, negotiation, quality, continuity, pricing and purchase discipline directly affect profitability.

Marketing

Many businesses remain dependent on referrals or local relationships instead of building systematic market visibility.

Sales

Leads, follow-up, conversion, customer retention and sales forecasting can remain founder-dependent.

People

Recruitment, roles, accountability, delegation, training and performance systems are often underdeveloped.

Technology

Software may be fragmented, underused or treated as an IT purchase instead of operational infrastructure.

Management

Decisions can depend on memory, informal communication and the availability of the owner.

Quality & Compliance

Consistency, documentation, certifications, statutory discipline and customer requirements become more important as the business grows.

Market Expansion

Entering new cities, channels, customers or export markets requires capabilities beyond the original local model.

HIDDEN BARRIERS

What Looks Like a Sales Problem May Actually Be a Capability Problem

Growth can remain blocked even when demand exists because the internal organisation is not ready to absorb the opportunity.

Symptom: Founder is always busy

Possible root cause: insufficient delegation, unclear authority, undocumented processes and decision dependence.

Symptom: Sales grow but profit does not

Possible root cause: procurement leakage, wastage, poor workflow, uncontrolled overhead or weak management visibility.

Symptom: Team needs constant instructions

Possible root cause: missing SOPs, unclear roles, weak KPIs and insufficient operating systems.

Symptom: Leads are missed

Possible root cause: no structured CRM, follow-up process, ownership or communication workflow.

Symptom: Business cannot enter bigger markets

Possible root cause: weak quality systems, documentation, brand architecture, technology or delivery capability.

Symptom: Software exists but nothing changes

Possible root cause: technology was purchased without process redesign, people enablement, execution and monitoring.

COMPETITION IS CHANGING

The Real Competition May Not Come From Your Current Orbit

As India's economy grows and markets become more connected, competition can arrive from businesses with greater capital, systems, technology, brand strength and reach. The Digital India 360 founder material frames this as a reason for MSMEs to build enterprise capability before the competitive pressure arrives.

Capital

Competitors may have greater capacity to invest and expand.

Systems

System-driven organisations can operate at greater consistency and scale.

Reach

Digital channels can connect businesses to markets beyond their original geography.

Brand

Trust, quality and professional positioning can change customer preference.

Founder view: the answer is not merely digital marketing. The source material argues for broader digitalisation, organisational capability, cost reduction, internal economies, external capabilities and stronger brands.
FOUNDER'S THESIS

Economic Growth Does Not Automatically Create Opportunity for Every Business. It Can Transfer Opportunity.

The following is a founder thesis and strategic framework, not a measured economic law.

“The economy neither creates nor destroys opportunity. It transfers opportunity from businesses that are less capable to businesses that are more capable.”
— Vishal Narang
Upgrade

Economic growth rewards organisations that continuously improve capability.

Compete

Businesses can lose customers not because demand disappears, but because another business becomes more capable.

Prepare

The strategic objective is to build capability before opportunity or competition reaches its next level.

INDIA'S OPPORTUNITY

India Is Creating More Avenues for Enterprise Participation

Infrastructure, formalisation, digital public infrastructure, marketplaces, finance, technology, domestic consumption and global supply-chain interest can create new avenues. The opportunity is real; capturing it requires capability.

Domestic Market

A large and diverse domestic market creates opportunities across products, services, distribution and specialised niches.

Global Markets

Export readiness can open opportunities for businesses that can meet quality, documentation, delivery and market requirements.

Digital & AI

Digital systems, analytics and Artificial Intelligence can improve visibility, productivity, decision-making and customer access when applied to real business problems.

Marketplaces

B2B and B2C platforms can become additional channels for customers, suppliers and transactions.

Partnerships

Strategic alliances can give smaller enterprises access to capabilities, technology, distribution and knowledge.

Formalisation

Registration and digital formalisation can improve access to institutional systems and government support.

ENTERPRISE CAPABILITY

Eight Connected Capabilities for a Future-Ready Business

The Digital India 360 source material identifies eight capability areas and argues that their value compounds when they work together.

01
Digital Presence & Search Visibility

Make the business discoverable and credible before the customer makes contact.

02
Performance & Social Marketing

Generate qualified demand through measurable digital channels.

03
CRM & Lead Management

Capture enquiries, follow-ups, opportunities and customer history.

04
Business Process Automation

Remove repetitive manual work from routine business workflows.

05
Brand Architecture

Build identity, positioning, trust and differentiation.

06
Data & Business Analytics

Turn scattered information into decision-ready management visibility.

07
E-commerce & Digital Sales

Open digital channels and marketplaces beyond the existing network.

08
Technology Infrastructure

Provide the systems backbone that allows the other capabilities to work together.

TWO ENGINES OF GROWTH

Build the Internal Economy. Then Build the External Economy.

The founder material distinguishes between improving the economics of the organisation itself and creating external opportunities for growth.

THE INTERNAL ECONOMY

Make the organisation more productive.

Internal efficiencies can improve profitability and control without relying only on additional sales.

  • Lower procurement costs
  • Better utilisation of manpower
  • Automation and better workflows
  • Reduced wastage
  • Faster decisions
  • Standardised processes
THE EXTERNAL ECONOMY

Create more opportunities for the organisation.

External opportunities can accelerate growth once the internal system is strong enough to receive them.

  • Qualified leads and digital presence
  • Marketplace access
  • Supplier and customer networks
  • Digital sales
  • Strategic partnerships
  • New markets and channels
Core principle: your internal economy runs the business; your external economy grows it; the entrepreneur creates opportunities and closes them.
GOVERNMENT SUPPORT

India Already Has a Large MSME Support Architecture

The Ministry of MSME describes support across credit, technology upgradation, infrastructure, testing and quality, management practices, skills, product development, market access and cluster development.

Access to Finance

Credit, credit guarantees, funds and related finance initiatives. Examples include CGTMSE and Fund of Funds.

Market Access

Procurement and Marketing Support, trade fairs, exhibitions, vendor development and international cooperation.

Technology & Quality

MSME Champions, ZED, LEAN, technology centres, quality and technology upgradation support.

Infrastructure & Clusters

Cluster development, common facility centres and infrastructure-oriented interventions.

Skills & Entrepreneurship

Entrepreneurship and Skill Development Programmes, training institutions and technology-centre training.

Innovation & New Enterprises

Innovation, incubation, rural industry and entrepreneurship programmes including ASPIRE.

Formalisation

Udyam Registration and Udyam Assist help formalise enterprises and expand access to support.

Public Procurement

Government procurement policies and platforms can create market-access opportunities for eligible MSEs.

Grievance & Payments

Systems such as MSME Samadhaan and digital receivables initiatives address delayed-payment and grievance issues.

The Ministry's January–March 2026 MSME Schemes at a Glance lists programmes across building enterprises, finance, technology, infrastructure, innovation, market access, training and other support categories.

MSME GROWTH ROADMAP

From Business Survival to Business Strength

A practical sequence: understand first, then formalise, discipline, systemise, digitise, improve quality, access markets and build an organisation capable of scale.

01
Diagnose

Understand the current business stage, bottlenecks and capability gaps.

02
Formalise

Build the legal, financial, operational and information foundation.

03
Financial Discipline

Improve visibility over costs, margins, cash flow, receivables and working capital.

04
Systemise

Document processes, define roles, delegate authority and establish accountability.

05
Digitise

Introduce software, data, automation and digital workflows where they solve real problems.

06
Improve Quality

Strengthen consistency, productivity, customer value and quality discipline.

07
Access Markets

Build stronger customer channels, marketplaces, partnerships and export readiness.

08
Scale

Build an organisation capable of growth without requiring the founder to manually carry everything.

BUSINESS MATURITY

Survive. Sustain. Scale. Become Enterprise-Ready.

The Digital India 360 material uses business-stage thinking to connect diagnosis with the appropriate next capability.

SURVIVE

Stabilise

Improve visibility, basic discipline, customer flow, financial control and essential operating processes.

SUSTAIN

Standardise

Build systems, SOPs, accountability, delegation, technology and management visibility.

SCALE

Expand

Use stronger internal capability to create external opportunities, enter markets and grow with greater consistency.

Future-ready stage: enterprise excellence means the organisation increasingly operates through systems, people, data, technology, delegated authority and measurable performance rather than founder memory alone.
THE IMPLEMENTATION GAP

Knowledge Alone Does Not Transform a Business.

A government scheme does not create results by itself. A strategy does not execute itself. Software does not transform a business simply because it has been purchased. Transformation requires implementation.

ORGANISATIONAL CAPABILITY
THE PHILOSOPHY OF VISHAL NARANG
“I do not want to teach business owners. I want to add systems, processes, SOPs and digital transformation into the life and business of business owners — silently.”
— Vishal Narang
Don't Add Burden

The entrepreneur already has limited time. Capability should be embedded into the operating life of the business.

Build Around the Entrepreneur

The objective is to create an organisation that carries more responsibility through people, systems and technology.

Make Capability Accessible

Enterprise-level organisational capability should not be available only to large corporations.

THE IMPLEMENTATION ECOSYSTEM

Business Solutions Ecosystem

Business Solutions Ecosystem is the practical implementation ecosystem behind the MSME Vikas India vision.

Its purpose is to enhance the organisational and operational capabilities of MSMEs and business owners through technology, systems, marketplaces, services, operations and trade.

Marketplace

Digital Market Access

Platforms designed to improve business discovery, connectivity and commercial opportunity.

FIRST IMPLEMENTATION STEP

Business Capability Assessment

The assessment should help an entrepreneur understand where the business stands, which capabilities are missing and what should be addressed first.

What the assessment should clarify
  • Business maturity stage
  • Critical bottlenecks
  • Founder-dependency points
  • Priority internal capabilities
  • External growth opportunities
  • Potential technology and system interventions
  • Recommended next steps
